If by mixing you mean adding tracks one ontop of eachother then no; just
like addition in math you get the same result regardless the order. When
applying effects like reverb and compression then order matters.

In general - it's smart to preserve your dynamic range and resolution
as much as possible. i.e. - do not ever do foolish things like compress
the heck out of a track and then re-expand it. Also applies (esp. to
EQ-ing). Whenever possible, apply as many complementary filters (such
as these) in a single operation... otherwise your resolution and
'phase' (if it can be said to exist in the digital world - any smart
people wanna handle that one??) can turn to mush...

No, but...
When a series of calculations are performed, it is always necessary to be
sure you don't have an overflow. If the math works, the sequence doesn't
matter. If the math doesn't work, then you have an algorithmic problem, not
particular to wav files.
