Default Increasing the frequency of an audio file.

Hi everybody,

I've got a sound effect of a bell (a .wav file) and I want to decrease
the frequency (speed) of the audio to make it sound like a slower bell.
I don't have experience with manipulating sound files, but I guess this
should be feasible without too much effort.

Is there any easy way to do this? Please, let me know of any
suggestion.
