Default cassette to cdr transfer... sample rate problem perhaps?

i'm trying to transfer some material from a cassette 4-track to cdr's
for a friend. so i recorded the tracks into cool edit pro and cleaned
them up a bit (begining/ending + amplifications). they sound terrific
when i play them from the computer. but when i try burning them to cdr's
they sound weird. there's a weird static sound that goes in and out
every second or so. BUT it only does this on normal cd players. i have a
stereo which is also designed to play cdr's and cd-rw's and the material
plays fine there.

could this be a sample rate problem? i don't know enough about such
things. but to test it, i recorded a track at all possible sample rates
with the same results.

could it be the quality of the cdr's themselves? i'm just using verbatim
cdr's, nothing fancy.

any advice into this weirdness is greatly appreciated :-)
